MANAGEMENT STRUCTURE

Management Structure

The HiPER management system (shown below) is conventional in structure and follows best practice but is tailored to project needs. With important additions, it reflects formally the informal structure used during the feasibility study and HiPER FP7 proposal development. Communication between most elements is well established and forms a solid working base for HiPER.

The headquarters of the HiPER project is at the Rutherford Appleton Laboratory. Management meetings at appropriate levels are held regularly and form part of the project milestones.

HiPER has had a significant catalytic effect within the European laser community, enhancing synergies between partners for improved multi-lateral communication. Communications technology is used extensively to address, in part, the geographical issues inherent in such a multi-site project. The policy continues of co-locating certain HiPER specific meetings at major international conferences.

The HiPER Project Management Committee

A Project Management Team, established by the Executive Board for day to day management of the project is headed by the Coordinator and supported by a small management team.

The Coordinator’s primary role is to nurture the environment in which the HiPER project operates, acting primarily as a team builder and advocate for the HiPER mission and charged with catalysing a positive body of opinion amongst senior European governmental decision makers (ministers, funding agencies etc). The Coordinator’s primary responsibility is to act as custodian of the political and scientific argument which will enable HiPER to progress to the subsequent phases.

The Coordinator acts as the primary conduit between the HiPER project and the EC, as well as the various European scientific funding agencies with an interest in HiPER, while also working with indirectly-related stakeholders, such as other preparatory phase projects, ITER and other International projects, to ensure that the HiPER mission can be achieved in a cohesive and integrated manner. The Coordinator formally reports to the HiPER Executive Board.

the Coordinator is supported by a Project management team composed of a Project Manager, Engineering Manager, Project support (Finance, Administration) and Communications.)

Managers for the work packages are drawn from within the institutions involved. Each is charged with coordinating activities within their work package and acting as the main reporting link with the Project Management team.  

The HiPER Project brings in specialist expertise as required, either through external consultants or through the use of 'in house' capability of the partner institutions.
